Recently, the State Council approved The Work Program for Fully Promoting the Service Industry to Expand and Open up the Comprehensive Pilot Sites in Beijing (Letter of the State Council, Number 16 of 2019), agreeing to continue to launch and comprehensive promote the comprehensive pilot sites’ opening up in service industry in Beijing.
The reply pointed out that we should take the spirit of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the guide, fully implement the spirit of the 19th CPC National Congress and the second and third plenary sessions of the 19th Central Committee of the Communist Party of China, adhere to the underlying principle of making progress while keeping performance stable, stick to the new development concept, and persist in promoting high-quality development, focus on supply-side structural reform, and adhere to deepening market-oriented reforms and expanding high-level opening up. Based on the strategic positioning of the capital city, continue to promote the reforms of streamlining administration, delegating powers, and improving regulation and services, and serving the integrated development of Beijing-Tianjin-Hebei. Promote a higher level of opening up of service industry, create a world-class business environment, and gain more experience in replicating and expanding the service industry's opening up and building an open economic new system.
The comprehensive pilot sites for expanding and opening up the service industry in Beijing is an important plan of the CPC Central Committee and the State Council to optimize the function of the capital and promote the integrated development of Beijing-Tianjin-Hebei. In May 2015, the State Council agreed to implement a three-year pilot program of expanding the opening up in service industry in Beijing. In the past three years, MOFCOM and Beijing have successively formulated two rounds of pilot programs, implemented more than 220 pilot tasks and 21 measures for opening up, and formed 68 achievements in opening up and innovations through third-party evaluations. Two groups of best practice cases were launched, which explored the path and provided demonstrations for promoting all-round proactive opening up and building a new open economic system.
The Work Program for Fully Promoting the Service Industry to Expand and Open up the Comprehensive Pilot Sites in Beijing focuses on the strategic positioning and major tasks assigned to Beijing by the central government, meets the international advanced rules, and coordinates the opening-up to both domestic and outside worlds. It clarifies nearly 180 pilot tasks in 9 aspects including further implementing Beijing's positioning as the "four centers", promotes the coordinated development of Beijing-Tianjin-Hebei, builds the guide area of comprehensive pilots sites for expanding the opening up in the city's sub-center service industry, strengthens the function of the financial management center, improves the quality of the service industry, and optimizes the business environment. It also clarifies 14 open measures in 6 areas including leasing and business services, information transmission, software and information technology services, finance, scientific research and technology services, health and social work, culture, sports and entertainment industries.
